Authority plot idea

In the early 1950s, Jack had a short but very pleasant affair with Colonel Jennifer Sparks of the British Space Group. Now, some time in the early 1980s, he is surprised to meet her again, particularly as she looks exactly the same, only asleep, hungover, and miserable. She is not pleased to be woken, and reflexively electrocutes him. He recovers, apologises, and brings her coffee, which they drink and reminisce about the century and its various secret alien plots.

Jack asks permission to look her up again if he's in the neighbourhood later on. Jenny grants it, but tells him not to look for her any later than 1999.

Torchwood Veronica Mars Outline.

Have had this plot bunny bouncing around in my head for the past few months. However I am really not sure how to go about writing it. I would like some honest answers as to whether or not this would work, or come off as something throughly silly.

After a meteor shower in Neptune California, Weevil (aka Eli Navarro), starts acting very peculiarly. Once again, he gets taken in by the infamous Balboa County Sheriff's department, spending yet another night in lock up. However the next morning, he is gone. No one in the department, including Don Lamb, can remember any of what happened the previous night!

They are not sure what to say when Veronica Mars, pays them a visit later that day. She is concerned about a mysterious voice mail which was left by Weevil, the previous night. She has spoken to his his family who has not seen him, and is convinced that he is possessed by the anti-christ. Veronica has also managed to obtain mysterious video footage of Weevil's arrest by Don Lamb, and the mysterious actions which led to his arrest

Debating how I should have the shefiff's department reacting to having their memories of the previous night mysteriously erased. Also wondering how I should handle them finding all kinds of mysterious red tape when they consider involving the Feds?

Eventually through research, Veronica and Lamb are able to figure out that Weevil was taken by Torchwood.

They end up on a very interesting trip to the United Kingdom, visiting various Dr. Who and Torchwood charcters for leads on what happened to Weevil.

John Barrowman, who plays Captain Jack, bares a strong resemblance to Michael Muhney, who plays Sheriff Lamb. Would a subplot where Captain Jack is actually Lamb's maternal grandfather make sense? Also wondeirng how I should handle the scene where Veronica discovers Torchwood headquarters.
